Description 
A wooden box with a hinged cover and a handle that screws into one end which has two compartments one under the covered section and an open compartment opposite the handle. There is a round hole in the partition between the two compartments. This is the type of device used when members of an organization are voting on a new member. A number of black balls and white balls are in the outer compartment. Each member can take one of the balls and push it through the hole into the closed compartment without the other members knowing which ball he used. When the voting is over the number of black ball will determine if the new member is accepted or not. Hence the term "black balled" to mean not accepted.
