Description 
Ten typewritten pages of a speech written on the back of the Ships Cabin, Marblehead, Massachusetts Stationery. The speech describes the situation 1785 where the pirates from the North of Africa were taking American merchant ships because we did not have a Navy to protect them. In 1793 congress passed an act approving of a Navy. Six oversized frigates were built. they were designed to be larger and carry more guns than an average frigate and be faster than any larger ship-of-the-line. The speech continued with the special relationship with the Town of Marblehead as many of the crew were from the town, and it list many of their names.
