On pages 527-528 shows the Act to authorize the Massachusetts Highway Commission to construct a breakwater and highway in the Town of Marblehead. It went before the Governor on May 24th, 1910 by Arthur S. Adams, Marblehead's Representative, and was accepted. There are 4 sections including the enactment, payment of cost, apportionment of cost, etc.
